ARM is a British company that designs microcontrollers/microprocessors cores and then licenses these designs to electronics manufacturers so they can be implemented in silicon and sold. Familiar examples include the arm7 and arm9 cores. They are often used in digital cameras, PDA, mobile/cell phones and ADSL modems.
